The Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions (LCRR) and Lead and Copper Rule Improvements finalized in December 2021, marked an essential step toward ensuring safer drinking water in communities across the United States. The Lead and Copper Rule Revisions introduced significant mandates for public water systems, including the development of a detailed lead service line inventory, the creation of a lead service line replacement plan, and routine testing in schools and childcare facilities to safeguard vulnerable populations. With the action level for lead set at 10 micrograms per liter, the LCRR established stricter protocols aimed at reducing exposure to lead contamination.
The compliance deadline for these requirements was October 16, 2024. However, despite this deadline, many municipalities are still working to meet the LCRR standards due to various challenges such as limited resources and the complexity of compliance efforts. Municipalities that have not met these requirements may face increased regulatory oversight and potential fines. More importantly, compliance is crucial for protecting public health and maintaining community trust.
To build upon these efforts, the EPA introduced the Lead and Copper Rule Improvements (LCRI). The Lead and Copper Rule Improvements sets additional mandates to accelerate progress and further protect public health. Key requirements include:
- Mandatory Full Lead Service Line Replacement: Public water systems must replace all lead and galvanized requiring replacement (GRR) service lines within 10 years, with limited exceptions.
- Regular Updates to Service Line Inventories: Water systems must continually update their lead service line inventories and identify unknown service lines by the replacement deadline.
- Enhanced Tap Sampling Protocols: Revised sampling procedures ensure that communities at higher risk of elevated lead levels are accurately identified, prompting more effective mitigation actions.
- Lowered Lead Action Level: The lead action level has been further reduced to 10 parts per billion (ppb), compelling earlier and more proactive response measures.
The compliance date for these LCRI mandates is set for late 2027, allowing water systems to prepare and implement the necessary changes.
